Section I: Citizens are required to play for at least 2 hours per month in order to retain citizenship.
Section II: Residents who lose citizenship due to this rule lose their property to the Mayor of the Municipality. In case the building is not an existing Municipality, the property will be given to the Council.
Section III: Councillors are immune to this.
